Queen’s Speech unveils another
new-build boost

Moves to streamline the planning process by curbing councils’ pre commencement planning conditions to support the Government’s target of a million new homes were unveiled in the Queen’s Speech this week.

The proposed Neighbourhood Planning and Infrastructure Bill will mean planning authorities will only be allowed to apply such conditions ‘where they are absolutely necessary’.

These conditions include the need for archaeological and wildlife surveys or taking extra measures to prevent disruption caused by noise or vibration.

According to a Government statement: Excessive pre-commencement planning conditions can slow down or stop the construction of homes after they have been given planning permission.

“The new legislation would tackle the overuse and in some cases, misuse of certain planning conditions, and thereby ensure that development, including new housing, can get underway without unnecessary delay.”
